Final Statement of the Round Table of parliamentarians of the Federal Assembly of the Russian Federation with the Nordic Council and the Baltic Sea Parliamentary Conference, Murmansk, 27 - 30 April 2011

We, parliamentarians of the Federal Assembly of the Russian Federation, Nordic Council and BSPC, welcome to the mutually beneficial cooperation of parliamentarians of the Russian Federation with the Nordic Council and Baltic Sea Parliamentary Conference (hereinafter - BSPC),

Discussing the development of a dialogue between Russia, Nordic Council and BSPC on nuclear power, safe operation of nuclear power stations, radioactive waste management, as well as considering the possibilities of energy efficiency and renewable energy, agree to continue the discussion on this issue, paying particular attention to the use of innovative technologies in the nuclear industry to protect human life and the environment from potential natural and manmade disasters,

Recognizing that the issues of nuclear and safety are no longer purely matters of national policy alone, but matter of global public interest where there is a need for international standards and full transparency and information sharing among nations,

Emphasise the need to stregthen the on going cooparative international efforts to clean up radioactive waste and securing and saveguarding spent of nuclear fuel in the region,

We express our concern about radioactive contamination of the environment caused by the accident at the nuclear power plant "Fukushima" in Japan as a result of the devastating earthquake and tsunami,

We pay special attention to the need to solve issues related to environmental impacts resulting from natural and technological disasters,

Note the importance of new technologies in order to preserve and protect the environment,

Call for intensified international cooperation in improving the safety-related problems of organized crime, trafficking of people, economies and addressing climate changes,

Expanding joint cooperation in social development in the globalizing world, including health, social welfare, culture and education,

Take into account conclusions of the meeting in Bergen in May 2010, which was attended by parliamentarians of the Russian Federation and the Nordic Council, gathered to discuss the efficient use of energy resources in the field of environmental protection, the use of renewable and non renewable energy, recycling and storage of waste, climate changes and environmental impacts,

We offer the parliamentarians of the Nordic Council and BSPC create a permanent Commission to develop joint solutions related to improving energy efficiency through the expansion of alternative and renewable energy,

Note the importance of cooperation at various stages of multilateral partnership in northern Europe, such as the Arctic Council, the Barents Euro-Arctic Council, the Northern Dimension Parliamentary Forum and the BSPC,

Confirm the importance of direct contacts and dialogue between the Nordic Council and the Parliamentary Association of the North-West Russia (PANWR),

We note the importance of the Parliamentary Exchange Programme between Russia and the Nordic Council, as well as the successful holding of the Third Forum of Young Politicians of the Nordic countries and North-West Russia, which was held in Arkhangelsk on 21-23 March 2011, and welcome the decision to hold the Forth Forum in Sweden in 2012,

Welcome the invitation from the Nordic Council to hold the next round table of parliamentarians of the Federal Assembly of the Russian Federation with the Nordic Council and the Baltic Sea Parliamentary Conference in 2012. Time and place of the meeting will be determined later.
